#10 State the obvious - To be honest you can strike up a conversation about anything. For instance if your standing in line at a bank, you can talk about how this bank always has a line, and about the experience you had last time waiting in line. This starts a conversation with the person because they are also experiencing waiting in the same frustrating line as well.
#9 Tap to the Back - When you see someone you like tap them on the back, and say Hi. Odds are they are friendly, and want to talk to someone new just as much as you do.
